Meet the IGGA Steering Committee

The IGGA Steering Committee brings together practicing IGGs, aspiring IGGs, and professionals from adjacent fields to provide insight, perspective, and recommendations that help shape the Association’s development and priorities.

Kimm Barnes

Kimm Barnes is a law enforcement professional with 27 years of experience in crime analysis and evidence. She holds a Master of Science in Criminal Justice through Tiffin University and is an IACA Certified Law Enforcement Analyst (CLEA). Kimm has nearly 40 years of experience as a hobby genealogist, with 20 years focused on genetic genealogy, including Y-DNA. She completed formal training in IGG through Ramapo College of New Jersey and actively applies genealogical research, DNA analysis and historical records to support complex investigations. She serves on professional committees such as the IACA (International Association of Crime Analysts) and OHIA (Oregon Homicide Investigators Association). Kimm is also a co-admin for the Clan Maclean FTDNA Project.

Anne Hart

By day, Anne Hart is an Instructional Designer who creates impactful software simulations, curricula, and courses for a wide range of clients. With a background in marketing and technology, she designs training that not only works—but clearly demonstrates its value while helping organizations see the potential of learning between what people need to know and what they can actually do. By night, Anne is studying to prepare for the Accredited Investigative Genetic Genealogist certification and is well underway in creating her own learning path from her experience in eLearning.

Shannon Musfelt

An Accredited Investigative Genetic Genealogist (AIGG) with over 15 years of traditional and genetic genealogy experience, Shannon Musfelt is the former owner of Benchmark Genealogy and currently works as a Crime Scene Investigator with the Florida Department of Law Enforcement (FDLE). Her training includes the Boston University Certificate in Genealogical Research, the ProGen Study Group, the Ramapo IGG Certificate Program, and several genealogical institutes and conferences. She is currently pursuing her Master's degree in Forensic Sciences with an emphasis in Biology/DNA from Oklahoma State University.
Shannon serves on the Publications Advisory Committee and Awards Committee for the Association of Professional Genealogists (APG) and is a former member of the Board of Directors for APG and for the Pinellas Genealogy Society. She has served as Assistant Communications Manager for the Salt Lake Institute of Genealogy and as coordinator for ProGen 66.

Traci Onders

Traci Onders is an Accredited Investigative Genetic Genealogist (AIGG) with experience in forensic casework, education, and program development. She serves as a Team Lead with the DNA Doe Project, where she also contributes as an Educational Programming Specialist and instructor during the DDP practicum. Traci is part of the instructional team for the Investigative Genetic Genealogy Certificate Program at Ramapo College of New Jersey, supporting student learning and mentoring casework teams engaged in forensic investigations. Prior to her forensic IGG work, Traci spent more than six years as Program Manager at Adoption Network Cleveland. In that role, she completed over 325 searches and developed volunteer training programs and educational initiatives focused on DNA interpretation, ethical practice, and trauma-aware communication for adoptees, donor-conceived individuals, and families affected by misattributed parentage. Traci’s formal training includes GRIP coursework in Genetic Genealogy Basics and Advanced DNA Evidence, the Investigative Genetic Genealogy Certificate Program at Ramapo College of New Jersey, and United Data Connect’s Fundamentals of Investigative Genetic Genealogy.

Lesley Perry

Lesley Perry is a 21 year team member of the Oklahoma State Bureau of Investigation. For the past 11 years of that tenure, she has managed the DNA database (CODIS) unit. She holds a bachelor of arts in Biology from the University of Dallas, and a Masters of Science in Forensic Science from the University of Central Oklahoma. In 2018 she began training and educating herself in Investigative Genetic Genealogy, including obtaining the certificate of Genealogical Research from Boston University. She is now an IGG practitioner at the OSBI, and has formed and manages their in-house IGG program. She coordinates IGG cases with all types of law enforcement partners in Oklahoma providing deliverables, and training.

Janice Raffin

Janice Raffin’s background is in information technology, project management and investigative analysis. Until she retired 3 years ago, Janice worked with firms to design, implement and support document management systems. Earlier in her career, Janice worked as an Analyst at the Law Society of British Columbia, supporting audit and investigative files from data collection through to reporting. She holds a bachelor of technology (Crime & Intelligence Data Analysis) from BCIT. She has taken Genealogy courses at Boston University and the IGG program at Ramapo College and currently volunteers on GG and IGG cases.

Dr. Anthony Redgrave

Dr. Anthony Redgrave is the Head Instructor of Forensic Genealogy Training for Law Enforcement (FG4LE) and is a Co-Founder of the Trans Doe Task Force (TDTF). Under his leadership, TDTF utilizes an in-house forensic genealogy team and the specialized LAMMP database to research cold cases of missing and murdered LGBTQ+ individuals. Anthony holds an Ed.D. in Transformative Leadership and an MS in Instructional Design and Technology; his doctoral dissertation established needs-based standards for applying IGG to marginalized decedent cases. A veteran practitioner who has resolved numerous cold cases since 2018, Anthony previously served as a Training Coordinator and Case Manager for the DNA Doe Project and has delivered specialized instruction to elite global agencies including the FBI, NCMEC, RCMP, and international forensic science institutes.

Justin Wilson

Justin Wilson is a board-certified medicolegal death investigator and the Chief Investigator at the Cuyahoga County Medical Examiner’s Office, where he has served for more than 12 years. He holds a Bachelor of Science degree in Forensic Science from West Virginia University. Justin is actively involved in the profession and serves as an officer with the American Board of Medicolegal Death Investigators (ABMDI). He is also a member of the Society of Medicolegal Death Investigators (SOMDI), the Disaster Mortuary Operational Response Team (DMORT), and the Ohio Mortuary Operational Response Team (OMORT). In addition, he is an adjunct professor at Cuyahoga County Community College, where he teaches an introductory course in medicolegal death investigation.
